(Circulating Packet - Postal History)


Read the Postal History Circulating Packet Rules below

If you wish to sell material via the Packet, follow the steps given in Selling Postal History and provided you are a member of the NPS, send your material to

Callers regarding Packet by prior arrangement only.

If you wish to receive the Packet in order to buy, print off the Postal History Packet Application Form, sign it and send it to the Secretary, National PS, c/o The British Postal Museum & Archive, Freeling House, Phoenix Place, London WC1X 0DL. 

If you are not a member of the National PS, firstly read "How to Join" and print off the NPS Membership Application Form. Send the completed Membership Form to the National PS with your Circulating Packet Application, but please note that this will not entitle you to start receiving the Packet until such time as your application to join the Society has been processed and accepted by the Council of the National Philatelic Society.

POSTAL HISTORY CIRCULATING PACKET RULES (May 2006)

NB. All correspondence, advice forms and booklets or sheets for circulation must be addressed to "NPS Unit CP,   c/o The British Postal Museum & Archive,
Freeling House, Phoenix Place, London WC1X 0DL  The words "Packet Secretary", "Circulating Packet" or "Philatelic" must NOT appear on the outside of the letter or parcel. 

MEMBERSHIP

1. The Circulating Packet is available at the sole discretion of the Secretary of the Postal History Packet (hereinafter called 'the Packet Secretary') for a member of the National Philatelic Society resident in the UK.

2. Any member of the Society who is resident in the UK is eligible to receive the Postal History Packet unless notified that the National Philatelic Society Council has removed his/her name from the circulation list. The right to receive the Packet shall cease immediately the person ceases to be a member of the Society.

3. Requests to receive the Postal History Packet, or submission of items for sale, will be deemed to imply acceptance of these Postal History Packet Rules.

4. It is regretted that the National PS cannot accept material for sale in the Packet from members living outside the European Union since the Society cannot accept liability for VAT charged on entry into the UK.

5. A member of the National Philatelic Society wishing to receive the Postal History Packet must complete an application form.

6. In accordance with Data Protection principles, information received in connection with the Packet must not be used for any other purposes.
 
7. The Packet Secretary may, at his sole discretion and without giving any reason, terminate any member’s involvement with the Circulating Packet.

8. Failure to comply with these Rules renders the offending member liable for any loss arising as a result of that failure.

9. Permanent changes of address must be notified to the Packet Secretary. Prolonged absences from home should also be notified to the Packet Secretary in writing.

VENDORS

10. Single items for sale shall be submitted to the Packet Secretary together with a list on which each item is referenced, described in sufficient detail to make identification precise, and priced. Minimum price acceptable is £2.00 per item. One item can comprise of a selection up to 6 covers but only one will be photocopied for the Postal History Packet list.

11. Each item shall be placed in a protective sleeve upon which the vendor’s personalised reference is marked on the reverse. 

12. The Packet Secretary shall have the right to refuse to circulate any item that is unsuitable, which will be returned to the Vendor at the Vendor’s expense.

13. Commission will be charged to Vendors at a rate of 10% of sales and payment will be made on completion of circuit.

14. Unsold items which have completed the circuit may, at the Packet Secretary's discretion, be included on a second circuit before being returned. 

15. Postage and packing will be charged to Vendors for the return of unsold items

16. All packet material whilst in the custody of the Packet Secretary or in transit to the Purchaser will be insured by the National Philatelic Society.

THE PACKET

17. Each Postal History Packet will contain photocopies of the items for sale. The original items will be retained by the Packet Secretary.

18. Each Postal History Packet will consist of :-

a) A list giving names and addresses of the circulation for that packet.
b) A list of all the items in that packet.
c) Photocopies of all the items for sale.
d) Blank Notice forms to be sent to the Postal History Packet Secretary by each member on the packet circuit.

19. Upon receipt of the packet each member shall :-

a) Select from the available items those he/she wishes to purchase. 
b) Sign and print his/her name in the appropriate space on the list.
c) Forward the Postal History Packet to the next person on the list by Second Class Post. 
d) Send to the Postal History Packet Secretary, the Notice listing the items he/she wishes to purchase, together with a cheque for payment, including the amount for post and packing. (Which is detailed on the top of the distribution list) 

20. A NOTICE MUST BE SENT EVEN IF NOTHING IS REQUESTED

21. The Postal History Packet and the Notice must each be posted forward within three days of receipt. (Sundays and Public Holidays excepted)

22. Each member is responsible for the costs of the onward posting of the Packet and the Notice to the Postal History Packet Secretary.

23. Termination of receiving the Postal History Packet.

a) A member wishing to discontinue receiving packets (temporarily or permanently) must give six weeks notice to the Packet Secretary so that he/she can arrange for the alteration of the postal list. All changes of address must be notified to the Packet Secretary at once, and again with at least six weeks notice to enable him to alter the postal list. 
b) The Packet Secretary will, from time to time, send details to a member of additions, deletions and changes of member(s) address(s) detailed lower on the circulation list. The co-operation of members receiving these details is vital and the note must be returned with the advice form for that packet.

Every effort will be made to effect a resignation by seeking members' help as indicated above. However, despite a resignation, a (former) member's responsibility remains if a packet is delivered
